Automate PPWR compliance
Since 12 August 2026, every packaging placed on the EU market needs a Declaration of Conformity and the technical documentation behind it. Emidat collects the missing data from your packaging suppliers and generates both documents for you.

What is the PPWR?
The Packaging & Packaging Waste Regulation (Regulation (EU) 2025/40) replaces the old Packaging Directive (94/62/EC). Because it is a regulation rather than a directive, it applies directly and identically across all 27 member states.
What PPWR compliance requires
-
Two documents
Document 1Declaration of Conformity
Your signed statement that the packaging meets the PPWR. It belongs to one packaging specification, not to the product.
Document 2Technical documentation
The more detailed document supporting the DoC. A Declaration of Conformity is only valid with the technical file behind it.
-
EPR registration
Register your brand in the EPR (Extended Producer Responsibility) registry of every member state where you sell. The registration must be done before the packaging is placed on the market.
Find your national packaging register -
Packaging volume reporting
Report the volumes you place on the market, broken down by material type and mass, to your system operator and to the national packaging register. In Germany this runs through LUCID: planned volumes before you place the packaging on the market, actual volumes after the year ends.

Compliant packaging
Cover these three requirements and your packaging is compliant. Emidat generates the two mandatory documents for you, starting from the data you already have.
Who and what it covers
The obligation follows the packaging, not the product line.
- Where it applies
-
Placing packaging, or packaged products, on the EU market. If distributing your products requires any type of packaging, you are in scope.
Regulation (EU) 2025/40 - Materials covered
-
Every packaging material, including plastic, paper, metal, glass, wood and composites.
- Packaging categories
-
All three: primary (sales), secondary (grouped) and tertiary (transport) packaging.
- How many declarations
-
One Declaration of Conformity per packaging specification or type, not per product. A single product family can need several.
- Your role
-
Manufacturer, importer or distributor. Each role carries a different set of obligations.
The first mandatory deadline has already passed
The Declaration of Conformity, the technical documentation and substance restrictions have all applied since 12 August 2026, and the requirements only tighten from 2028.
In Germany, the VerpackDG provides for enforcement by the authorities and fines of up to €200,000; breaches of the PPWR itself can be fined from February 2027. Other member states will follow.
Implementation timeline
These are the key dates. Each one adds to what your documents have to prove.
This timeline applies to all packaging placed on the EU market: Regulation (EU) 2025/40
- 11 Feb 2025 In force
PPWR enters into force
The regulation becomes EU law. Obligations phase in from here.
- 12 Aug 2026 In force
Documentation requirements apply
The Declaration of Conformity and technical documentation are mandatory. Without them, your packaging is not compliant.
- 12 Aug 2028 Upcoming
Labelling requirements apply
Packaging must carry a harmonised label showing its material composition (from 12 August 2028 at the earliest, once the EU has set the label design). The information can also be made available digitally, for example through your Digital Product Passport.
- 1 Jan 2030 Upcoming
Recyclability requirements apply
All packaging must be recyclable at grade C (≥ 70%) or better. Most plastic construction packaging also needs 35% recycled content.
- 2035–2040 Horizon
Requirements tighten
From 2038, only grade A and B packaging remains allowed. Recycled-content thresholds rise further by 2040.
Stay compliant as thresholds tighten
2028 and 2030 will ask for the same data you need today. Emidat generates your Declaration of Conformity and technical documentation from the data you already have, collects what is missing from your suppliers and keeps your documents current as the regulation moves. Walk through your setup in 15–20 minutes.
Four steps to your Declaration of Conformity
Identify your role, then start from the data you already have. Emidat structures it per packaging unit, collects what is missing from your suppliers and generates both documents.
- 1
Identify what your role is
Settle your role first. It decides which obligations apply to you and which documents you have to produce.
- 2
Start with what you already know
Your specs, weights and material data already exist. Emidat turns them into the PPWR structure, per packaging unit.
- 3
Request what you don’t have
Guided digital requests pull the missing data from your packaging suppliers. No email loops, no chasing spreadsheets.
- 4
Review, sign, generate
Sign off the data and generate the documents. The Declaration of Conformity and technical documentation land on the material profile.
A specialist that knows building and construction
Emidat specialises in supporting manufacturers in building and construction. We come from Life Cycle Assessments (LCAs) and Environmental Product Declarations (EPDs), so structuring the data your packaging documents rest on is work we already do.
Your PPWR data becomes part of your Digital Product Passport

PPWR packaging data

One structured data model
Verified, per product, reusable across regulations.

DPP-ready
Publish a Digital Product Passport without a second data project.
The packaging data you collect for the PPWR becomes part of your Digital Product Passport. Emidat carries it over, so the DPP doesn’t start as a second data project.
Our DPP approachCommon questions
Do we need to wait for national implementation?
No. The PPWR is a regulation, not a directive, so it applies directly and identically in all 27 member states with no national transposition step. There is nothing to wait for.
What if we don’t hold all the data ourselves?
Emidat sends guided digital requests to your packaging suppliers. They need no account on the platform, they receive requests in their local language, and you are notified by email when they answer.
We don’t manufacture our own packaging. Does the PPWR still apply to us?
Very likely, yes. If your brand is on the packaging or you physically modify it, you are the manufacturer, even if a supplier made it.
Do we need a separate DoC for every product using the same packaging?
No. The DoC belongs to the packaging, not the product, so you need one per packaging type.
What happens if we don’t have the PPWR documentation?
Authorities can order withdrawal or recall, and member states can impose fines.
